Moore Cemetery, Rye Cove Elementary and Rye Cove High School and “the old Carter [home place]” (The Shadowlands) are all said to be haunted by the memory of the death of 12 students whose lives were taken on 05/02/1929 by a cyclone.
Sounds of the tragedy are said to permeate the old site and nearby area, including Moore Cemetery which the website The Shadowlands places near the site of the Rye Cove Cyclone disaster off of State Route 601.
Why the new schools are alleged to be literally haunted by the memoires of the cyclone and its victims seems to be because mementos found their way to the schools. A webpage titled “Rye Cove Virginia’s 1929 Tornado” explains: 

There was no school term in Rye Cove during 1929-1930. The new Rye Cove Memorial High School opened in the fall of 1930
with A.S. Noblin, who had been pulled from the wreckage of the old school, as principal. A bronze plaque, naming the thirteen
victims -- 12 students and one teacher -- was placed on the new building. The old bell from Rye Cove Consolidated School
and the original bronze table, now stand just outside Rye Cove Middle School in a new memorial as a reminder of those
terrible events almost 70 years ago. (Blogger)

The Carter home place mentioned as haunted is probably the home that belonged to a teacher that died in the cyclone, Ava Carter, whose home was on Cove Creek. In keeping with ghost story tradition, her image is probably said to haunt her old home.
It could be that these stories stem from residual haunting. As opposed to intelligent haunting, where ghosts actively try to communicate with the still-living, this type of haunting is more like a playback of past events.
